The Four Somes Rule

Musing about reports on educational reform and progress.  My interest dates back to high school when "Why Johnny Can't Read" was a best seller and concern about education shortfalls skyrocketed after Sputnik went up.  More recently Bob Somerby at the Daily Howler, Megan McArdle, and Kevin Drum have often commented on reforms. 

I've come up with the "four somes" rule: some teachers in some institutions using some techniques can effectively teach some pupils.  The implication is some pupils won't learn,some teachers can't teach, some techniques don't work, and some institutions are the pits.  But innovations in one place will work some of the time, but may not apply across the board.

Community Effects: Measles Versus Eastern High

The outbreaks of measles have focused attention on community effects.  When a high percentage of the community has been vaccinated, there's herd immunity--the virus can't maintain itself.  So the choices made by individual families affect the whole community.

By chance the Post Sunday had a good article on the choice faced by a white family on Capitol Hill  Their teenage daughter was in an integrated DC intermediate school,but now is facing the decision of which high school to attend.  Does she go to Eastern, the local high school, almost entirely black (like the intermediate school) with known problems and the possibility it's on the upswing, or travel across town to a selective public high school.

On the one hand the daughter gets greater certainty of a good and challenging education with less risk of a bad experience; on the other hand she might be missing a unique experience and, more importantly, she contributes a bit to the community effect.

Recent research on upward mobility has shown the importance of community effects: the better the community by our customary standards (two-parent families, etc.) the better everyone does, particularly the poor. 

I'm not an anti-vaxer, but I think it's true a measles vaccination carries a risk, a very small risk, to the individual. But the risk to the individual is outweighed by the benefits to the community if everyone gets vaccinated, or at least in the neighborhood of 95+ percent.  So I've no problem in saying the individual should be vaccinated, and mandatory vaccination laws are good.  But why would I, and the liberal parents of the daughter in the Post article, hesitate to require her to attend her neighborhood school?  I think the answer is the probable cost to the individual is much higher and the probable benefit to the community, in the absence of many others in the same situation is minimal, meaning the tradeoff is unfair.

While that calculus seems to be convincing, it leaves the $64,000 question of how do we get positive community effects: how do you get a herd, a crowd, all moving in the same positive direction?

Samuelson and Education

He concludes education programs have failed, because they haven't changed the gaps between ethnic  groups.

Logically it's possible that they've been successful, in that in their absence the gap would have widened.  It's possible over 60 years the amount of knowledge to be imparted has increased a bit.  A simile: education is like rowing a boat up a river.  Over the years we may have improved the oars, gotten the rowers more fit, etc., but meanwhile the flow of water down the river has increased, so the boat stays in roughly the same place.

Inbred Economist Professors?


A day after I noted the possible inbreeding of law professors, Tyler Cowen posted this, excerpts from an interview:
He [Cowen] said that he agreed with the idea that influence of economics comes from a relatively small number of institutions, and he thinks the number is shrinking. “What used to be something like a ‘top six’ has over time become the ‘top two,’ namely Harvard and MIT.”
I've not checked to see how many of the Harvard/MIT economics professors graduated from those universities--I suspect a lower proportion than with women law professors at Harvard, but it looks as if they're on the same path.  It's a logical extension of trends: education is important, so the best education is very important, so it's best to hire only those with the best education.

A Puzzle: Increasing Education and No Mobility

In recent days some seemingly solid articles/posts have reported the following:
  • over the past 40-50 years the average American has gotten more education (i.e., more people graduating high school, more people going to college, more people graduating college, etc.)
  • over the past 40-50 years the added income attributable to education, the education "premium", has increased.
  • over the past 40-50 years the earnings of the average American is no greater than his/her parents.
My knee-jerk reaction is that if the first two are right, the third can't be right.   There must be something else which I'm missing.

Changes in History: Political and Gaming

John Fea at the Way of Improvement blogs about an op-ed claiming that political historians are a dwindling breed.  Supposedly the rise of social and cultural history and the study of minorities and women has risen, while politics has declined.  I've no opinion about that, but I was gob-smacked today to learn a relative, just beginning university at a good school, is taking the "history of gaming" in his first term.

Oh for the Days of Panty Raids: College Students Then and Now

Catherine Rampell in the Post has a column on today's college students.
"But many  such {anti-bias] programs have mission-crept into disciplinary, pseudo-parental roles.
They have encouraged student informants to rat out peers (anonymously, if they choose) for building a phallic snow sculpture; playing a party game called “mafia” (which one student complained was anti-Italian); or chalking sidewalks and marking whiteboards with support for the presumptive Republican presidential nominee."
I hate to show my age, but back in the day we were just on the down slope of panty raids, and in the middle of uprisings against in loco parentis rules.  There was a curfew in the women's dorms (yes, the dorms were single sex), male visitors had to sign in, and the one foot on the floor rule applied. My sister's class was, I think, one of the last to wear freshman beanies. Hazing of freshmen was in retreat, finding a refuge in the fraternities and sororities.  We felt like adults, and wanted the university to cut back on its babying.

Maybe it's an illustration of cycles in history--sometimes we progress toward an end goal, but other times, as in the regulation of conduct among new/near adults, we waver back and forth.

U.S. Being Subsidized by Asia

Two posts caught my eye:
  • James Fallows at Atlantic on a follow-up post on Chinese education--an excerpt from a reader's comments:
First, the US college system is now deeply dependent on the sky-high tuition that international students pay; here at Purdue, it's often said that the international students are essentially subsidizing the in-state tuition for Indiana students. Many schools are massively dependent on international student dollars, and Chinese student dollars particularly -- which means we're massively exposed to fluctuations in the Chinese economy.
  • The NYTimes reports that because of cuts in the National Parks Service budget, they're doing an appeal for contributions to the Korean War Memorial on the Mall, an appeal so far answered only by Korean businesses. 
Folks, this is pitiful.  I blame our politicians and ourselves: we need higher taxes to fund education and parks.

A Question for Presidential Candidates

The governance of schools is different in different parts of the country.  In Broome County, NY, there were a number of central school districts, each with their own elected school board.  In Fairfax County, VA there's one county elected school board.

I note from today's papers that several of the Republican candidates for President participated in an education forum, many (all?) of whom plugged for state and local control of education.  

I'd challenge each of them to declare whether they voted in the last school board election, and who they voted for.  I may be cynical but I suspect most people couldn't answer the question, which says something to me about the value of local control.

For the record, I can't answer my own question.

Discrimination in Colleges

This Post piece goes into the reality of discrimination on the basis of gender in private colleges.
"Given that girls generally outperform boys in high school—girls earn better grades and account for 70 percent of valedictorians—you’d expect acceptance rates for women to be higher than for men.
Bottom line is admissions are more equal between the sexes than that implies.  Part of the fear is that after a 60-40 ratio, students will avoid the college.

Be a Social Analyst

The Times has a post which is different.  We're used to taking a survey and having our results compared to the average of previous survey takers, but in this case you're asked to draw a graph.

Specifically, you're asked to plot the relationship between family income and probability of going to college.  They give a midpoint, and when you're finished compare your line to those of the previous takers and discuss the reasons for the result.  Like many people I drew an S curve, but it turns out the true graph is a straight line.  A straight line relationship is also true for some other social factors.

"Intriguingly, the relationship between parental-income rank and teen pregnancy is also quite linear, and some of the same forces are probably involved. So is the relationship between parental-income rank and a child’s future income rank.
Not every relevant relationship is linear, however. The chances that a student enrolls in the highest-quality colleges, as measured by their students’ future earnings, are a bit more complicated. These chances accelerate as incomes grow.
And enrolling is not everything. While rich children born around 1980 were nearly three times more likely to go to college than poor children, they were six times more likely to graduate, according to a study separate from the one we're showing here.

Business Insider has a list of the colleges with the best food.  My alma mater comes in 9th, but my wife's comes in 2nd.  Via Marginal REvolution.

Back in the day I worked in one of the dorms--I don't think the co-eds thought we had great food then. But then, college costs have gone up a bit since 1959.

High Paid Teachers

In the US our highest paid teachers are college football coaches (a coach is a teacher right).  Jim Harbaugh just signed a contract with a $5 million base salary, with incentives and raises. 

In South Korea, the highest paid teachers are math coaches, also being paid millions of dollars.

Good News for the New Year: Going on to College

I think I owe a hattip to Wonkblog for a link to 13 data tables from Pew Research, all of which are interesting, though most are depressing.  But the one which is good news to me is this, showing that Hispanics who graduate from high school are going on to college at a higher rate than whites, and both blacks and Hispanics have improved their rates over the past 12 years.

To Sea, Young Man, to Sea

Via Brad Delong's Grasping Reality with Both Hands, here's a study comparing the cost of college with the benefits of college.  What interests me on the graphic is the outlying institutions--some with names you'd expect, but some not.   For example, what's SUNY-Maritime doing so cheap and so rewarding?

I'm reminded of a high school math teacher, who returned to his alma mater after his predecessor died of diabetes (very much missed--Mr. Hayford), with a goatee!  Now this was 1958, when all men were clean-shaven.  But after leaving the Forks, Mr. Turna had gone off to the Merchant Marine academy and then spent some time at sea--I know he visited west African ports and as a mate had to bail out a crewman.  The ladies were attracted to him (may be faulty memory, though then it seemed as if every male my age or older had a greater attraction for women than I) though not to the extent they took his senior-level trig, spherical geometry, and advanced algebra classes. We were still back in the dark ages then; such math wasn't for women.

SOL Results for Fairfax County--Disturbing

Via the Reston Patch, here's the full release of results on the state Standards of Learning test for Fairfax county.  The test changed this year so the release notes one can't directly compare these results with those for prior years. 

That's fine, but.  And it's a big but.  What's noticeable to me is that the current year scores are down more for blacks, Hispanics, students with disabilities, economically disadvantaged, and limited English proficient than they are for whites and Asians.  That pattern is disturbing because just a simple change of standards, making the test harder, shouldn't show it.  Something else is going on.

Finnish Schools

I've generally been a quiet (on this blog) supporter of No Child Left Behind and Race to the Top.  The point being that while teaching to the test is a problem, we can't make progress unless we somehow measure how we're doing.  So the Bush and Obama initiatives seem better than the status quo, however many problems they have.  The idea of measuring value-added for teachers, looking at how much a class advanced during the year, rather than absolute scores also is attractive.

But then you watch this slide show on the Finnish school system and say, maybe I've got it all wrong. Or maybe it's interesting for a small homogenous country but not workable for us. Whatever is the answer, it's worth considering.

"School Spirit" and Football

Apparently the boom years of the 1920's also saw a boom in discussions of "school spirit", according to this Google ngram search.. I'm not sure what's going on there.  Maybe it reflects the "high school movement" described in wikipedia:

The high school movement is a term used in educational history literature to describe the era from 1910 to 1940 during which secondary schools sprouted across the United States. During this early part of the 20th century, American youth entered high schools at a rapid rate, mainly due to the building of new schools, and acquired skills "for life" rather than "for college." In 1910 less than 20% of 15- to 18-year-olds were enrolled in a high school; less than 10% of all American 18-year-olds graduated. By 1940, 73% of American youths were enrolled in high school and the median American youth had a high school diploma.[1] The movement began in New England but quickly spread to the western states. According to Claudia Goldin, the states that led in the U.S. high school movement (e.g. Iowa and Nebraska) had a cohesive, homogeneous population and were more affluent, with a broad middle-class group.[2][3]
